FIRE 270 - Incident Command and Disaster Control
Course Description
- Recommended Prep: FIRE 101 and FIRE 102
- FIRE majors only
This course defines terms and examines concepts, theories, and principles of the Incident Command System and disaster control in the fire service. Major topics include the Incident Command System function, staff functions in single command structures, management of various disasters, and initial and escape fire attack situations. May be taken on a CR/N basis.
Student Learning Outcomes
Upon successful completion of FIRE 270, the student will be able to:
- Discuss the National Inter- Agency Incident Management Systems
- Describe the five major subsystems
- Identify the eight interactive components and procedures for organizing and operating an on-scene management structure
- Know the ICS operating requirements and compounds of the ICS
- Define the common terminology
- Discuss the organization of Incident Tactical operations
- Identify the type of incident, agencies involved, objectives and strategies selected
- Know the planning section Chief and Deputy, resources unit, situation unit, and documentation unit
- Describe the technical specialists, environmental specialists, and training specialists
- Describe the logistics
- Know who is the section chief
- Identify the supply unit, facilities unit, ground support unit, and food and medical unit
- Describe the time, procurement, compensation/claims unit
- Explain the ICS Modular development
- Describe the Incident Commander's responsibilities
- Explain the duties and responsibilities of the Information Officer, Safety and Liaison Officer
- Explain the responsibilities of the Operations Section Chief
- Explain the responsibilities and duties of the Staging Area Manager, Branch Director, Air Operations Director, Helibase Manager, and Deck Coordinator
- Explain the importance of how the different types of incidents apply different applications of their specific functions as they relate to ICS
- Describe the importance of Communication, Central Location, Identification and Interagency Cooperation in understanding the ICS completely
- Discuss the duties and responsibilities of the Load Master, Parking Tender, Takeoff/ Landing Coordinator, and Helispot Manager
- Explain the responsibilities and duties of the Planning Section Chief
- Describe the reassigning of I.A. Forces, to an extended attack situation
- Explain the responsibilities and duties of the Resource Unit Leader, Situation Unit Leader, Field Observer, etc...
- Discuss Training Spec as they apply to all other incidents, specifically hazardous material
- Describe the National Fire Protection Association's encouragement to use ICS
- Describe the Integrated Emergency Management System
- Explain the responsibilities of Fire Department members who develop Incident Command Systems consideration of all the other organizations in that community
- Explain the duties and responsibilities of Service Branch Director, Communications Unit Leader, Operations supports for Haz Mat, Medical Unit Leader, etc...
- Discuss logistics specific functions for different types and sizes of incidents
- Know the Finance Unit Leader
- Explain the duties and responsibilities of Time Unit Leader, Personal Time Recorder, Procurement Unit Leader, etc...
- Describe the importance of the Finance Section
- Identify types and sizes of Finance Units on different incidents
- Discuss the Field Operations Guide
- Know the recommended levels of personnel size of incidents based on divisions
